Delegate Howell moves to amend the bill by striking out the title and substituting in lieu thereof a new title, to read as follows:

Eng. Senate Bill No. 437 – “A BILL to amend and reenact §29-5A-1, §29-5A-3, §29-5A-3b, §29-5A-5, §29-5A-15, §29-5A-20 and §29-5A-24 of the Code of West Virginia, 1931, as amended, all relating to regulation of events by State Athletic Commission; renaming the State Athletic Commission to the State Ring Sports Commission; authorizing the commission to grant one or more of its members authority to approve changes to roster participants or roster of officials within forty-eight hours of an approved scheduled event; exempting USA Boxing and the United States Olympic Team from surety bond requirements; authorizing the commission to propose emergency legislative rules relating to creation of a promoter’s fee; requiring the promoter’s fee be placed into a fund for the sole purpose of hiring an administrative secretary; and providing for rules to govern amateur mixed martial arts.”
